No group of people or individual can vest in themselves the exercise of power.

National sovereignty belongs to the people who shall exercise it directly by way of referendum or through their representatives. Paragraph 1: No amendment

Paragraph 2: No amendment

Paragraph 3 should be amended as follows:
National sovereignty belongs to the people who shall exercise it directly, delegate it or take it back by way of referendum. We noticed the two following reasons:
1.-They can take it back from whoever exercises it unwisely even when the term of office has not yet expired.

2.-They can also extend his/her term of office if he/she serves them to their satisfaction even when the term of office has expired.

Article 101

HOW IT IS CURRENTLY WORDED HOW IT SHOULD BE WORDED EXPLANATIONS

The President of the Republic is elected for a term of seven years renewable only once.

Under no circumstances shall a person hold the office of President of Republic for more than two terms. The Head of State is elected for a term of five years. Moreover, he or she can be elected up to three times if he or she discharges his or her duties well.

However, he or she can be relieved of the leadership of the country at any time, even during his/her first term of office. The people experienced horrible history and need to quickly strive for general development focused on:
-  the traditional culture we have in common;
-  skills;
-  expertise.
Therefore, whoever is useful to the country should be given enough time to complete the duties he was committed to.

The people should also be governed well so that they concentrate on activities improving their living conditions instead of scrambling for power by thinking of only what is going wrong with a view to changing leadership in place.

HOW IT IS CURRENTLY WORDED HOW IT SHOULD BE WORDED EXPLANATIONS

It is not permitted to cede or exchange part of the territory of Rwanda or to join to Rwanda part of another country without the consent of the people by referendum It is not permitted to annex, cede or exchange part of the territory of Rwanda or to join to Rwanda part of another country without the consent of the people by referendum

It is known that, during colonial times, a part of territories and a part of the population of some African countries, Rwanda included, were annexed to other countries.

Rwanda should be entitled to the territories of the country colonizers annexed to other countries, as well as the population it was deprived of during those dark times.

Even though Rwanda has joined different international organizations, Rwandans will preserve their culture and sovereignty, even when there will be the United States of Africa.
